Yes. GRU already lime softens the water at the treatment plant and it still leaves at about 140 milligrams per liter, which the USGS puts in the hard range, at a pH of 8.6. That combination deposits scale in water heaters and fixtures. Whether you need additional treatment depends on your equipment and how much buildup you are seeing.
Homes from that era typically have galvanized steel supply lines and cast iron drains. Galvanized narrows from the inside and takes your water pressure with it. Cast iron scales and eventually fails along the bottom of the pipe. Both can last a long time, but once one section goes the rest is usually close behind. An inspection tells you where you stand.
